The mill, which is part of the recent merger between U.S. Steel and Nippon Steel, has faced scrutiny from federal and local regulators.

The incident was at the U.S. Steel Clairton Coke Works plant in Clairton. One victim has been identified as Timothy Quinn, a father of three. The second individual, who was found dead on Monday night, has not yet been identified.
