I created a boot disk on another Windows 98 computer, but the included CD drivers apparently don't work with the drive in the Gateway.

I can see CD-ROM in DOS, but when I load win98 - no CD (HDD light also stays on at this point). In my case, the IDE Controller is not getting IRQ 15, which it requires to load.
